Kerala High Court May Resume Toll Collection at Paliyekkara

The Kerala High Court has indicated that the stay on toll collection at the Paliyekkara toll plaza (NH-544, Thrissur district) could be lifted by next Monday.

Why Was the Toll Stopped?

The court had earlier ordered a halt in toll collection following complaints of heavy traffic congestion and poor road conditions. Motorists and local commuters argued that paying tolls for poorly maintained stretches was unjustifiable.

Court’s Current Stand

  • Toll collection may resume, but with strict conditions.

  • The concessionaire and authorities will be expected to provide regular road maintenance.

  • Periodic checks and compliance reports are likely to be enforced to prevent recurrence of the same issues.

What It Means for Commuters

If tolling resumes, road users will once again pay at the plaza, but hopefully in return for better driving conditions. The High Court’s position reflects a balance between infrastructure funding and public accountability—ensuring commuters aren’t made to pay for substandard services.

Bigger Picture

The case highlights long-standing tensions around India’s toll system:

  • Are private operators fulfilling their contracts on road upkeep?

  • How can authorities ensure transparency in toll revenue usage?

  • Should toll collection continue beyond the cost recovery of a project?

The upcoming decision on September 22, 2025, will set the tone for how Kerala handles toll accountability going forward.
