Kerala Govt Forms New Panels for Dog Bite Compensation Cases

ree

In response to the growing concerns over stray dog attacks, the Kerala government has constituted district-level committees to process and disburse compensation claims for dog bite victims. This move follows a Supreme Court directive that instructed the state to strengthen its framework for addressing public safety and victim relief.

Why New Committees Were Formed

The newly set-up panels will replace the Siri Jagan Committee, which was previously tasked with handling such matters but was later dissolved. Victims and their families had long raised concerns about delays and inadequate compensation, prompting the apex court to intervene and push for a more transparent, localized mechanism.

Who’s in the Committees?

Each district-level panel will be inclusive and multidisciplinary, consisting of:

  • Legal Services Authority Representatives – ensuring lawful and fair settlements.

  • Animal Husbandry Officials – providing expert insight on stray dog management.

  • Local Government Representatives – facilitating grassroots-level reporting and coordination.

  • Medical Officers – verifying bite incidents, treatment requirements, and injury severity.

This combination is expected to streamline the compensation process while balancing animal welfare concerns with public safety needs.

High Court Monitoring

The Kerala High Court has taken note of this restructuring and has adjourned further hearings until September 11, after the Onam festival. The court is expected to review the functioning of these panels, particularly their efficiency in handling claims and fairness in payouts.

Why This Matters

Kerala has been grappling with increasing cases of stray dog attacks, sparking intense public debate on safety versus animal rights. While activists stress humane sterilization and sheltering programs, affected families demand quick relief and accountability. The new panels represent the government’s attempt to strike a balance and provide timely justice to victims.

Key Takeaway:With the formation of these district-level committees, Kerala is setting up a faster and more structured approach to compensate dog bite victims. The effectiveness of this system will be closely watched in the coming weeks.
